Urban Bushland Response Plans (UBRP) Software Application for DFES
The Department of Fire and Emergency Services (DFES) supports over 26,000 volunteers who provide an invaluable contribution to the community performing a variety of operational, administrative and functional support roles. DFES works in collaboration with Western Australian communities and other government agencies to help prevent, prepare for, respond to and recover from diverse hazards including fires, cyclones and floods, to name a few.
DFES were looking to digitise the UBRP tool to further help them protect and respond to bushfires in significant urban bushland areas. The digital UBRP tool would contain site specific information such as a contact database, hazard advice, high risk locations, communication plans and site maps, and could be accessed anywhere at anytime by staff and volunteers.
The Challenge
Facing system challenges and pursuing digital innovation, DFES challenged our local software developers to build a crucial internal application that would not only capture information about hazard advice and high-risk areas but also improve internal communications. They wanted a truly user-friendly interface that would allow for wide scale uptake amongst DFES staff and volunteers across WA.
The new future focussed digital experience for the Urban Bushland Response Plans (UBRP) would connect data to the right users when they need it most. The UBRP are documents and strategies used to protect and respond to bushfires in significant urban bushland areas. Each UBRP is used in crisis situations and contains site specific information such as a contact database, hazard advice, high risk locations, communication plans and site maps.
Our team at Integranet Digital already had a close working partnership with DFES supporting them with our IT managed services, and now our software development team had the opportunity to get more involved. Our software developers worked within the DFES offices using an agile methodology, liaising with key stakeholders and project managers to get the new application completed and fit for purpose within the set timeframes.
The Solution
Bushfires happen fast and the new digital solution needed to excel in performance, be highly stable and accessible no matter the location or type of device used. Our techsplorers built the UBRP platform using ASP.NET MVC as a bespoke web application. This catered for all browser types (Chrome, Safari, Explorer and Firefox), whether being accessed on a desktop computer or various mobile devices.

We integrated the system with SAML single sign on, for DFES staff it makes it a breeze to log in and start using the digital platform. Using Telerik’s Kendo UI, our team built the application utilising a common JavaScript Framework used across other applications within DFES for easy uptake by staff internally.
UBRP was specially developed to integrate with existing emergency response and operational platforms so that it can scale and grow while ensuring information is up to date and accurate, and removing the need for additional software development time and expense.
